Wording in the gazette regarding increment is different from what the pay body meant. It simply says next stage, not next higher stage. If the pay becomes 33320 after pay fixation following the grant of annual increment, as per the commission, it should have been fixed at 34300. But, now, it will be rounded off to the next cell, not the next higher cell. Instead, it should have been left open. Why should an employee lose 20 rupees? There are many cases, pay won’t fit into the next cell, but a little more than the next cell. Even then, it will be fixed in the next cell as per the gazette. This defeats the purchase of the matrix system! Some IAS officer has not understood what is so obvious!
