SUB: DISABILITY AND CHILD CARE ALLOWANCE TO THE STATE GOVERNMENT EMPLOYEES.
In pursuance of the Government Resolution on the report of the 7th Assam Pay and Productivity Pay Commission and the report of the committee vide Notification No.FPC.1/2017/Pt/1 dtd 17th March, 2017, the Governor of Assam is pleased to revise the Disability Allowance and Child Care Allowance to differently abled employees of the State Government as follows:
a) Disability Allowance shall be given to differently abled employees of the State Government at the rate of Rs. 1000/- pm.
b) Child care allowance only to differently abled woman employee shall be paid at the rate of Rs. 1000/- pm in addition to disability allowance.
c) A differently abled woman employee will get a maximum of Rs. 3000/- pm in case she has a second child born within a year after the birth of the first child.
d) The Governor is also pleased to authorize all Heads of Departments to sanction disability allowance in terms of these orders. The employees concerned shall accordingly apply for the grant of disability allowance to the Heads of their Departments. It shall be the responsibility of the Heads of Department concerned to refer the cases of the concerned employees to the appropriate medical authorities for obtaining their recommendations for the grant of the disabilities allowance. It has also been decided that in cases where disabled employees are referred by the Head of Departments concerned to State Government Hospitals located at stations outside their head, quarters for getting recommendations for grant disabled allowance, they may be reimbursed the actual travelling expenses subject to a maximum of T.A. admissible for a journey on tour without any daily allowance for the period of journey and for halts. The period spent on journeys, as also at the hospitals,,,shall however be treated as on duty. It has also been decided that no fee shall be charged by the State Government Hospitals from the disabled employees when they are referred to such hospitals by the Heads of Departments for making recommendations regarding grant of disable allowance.
e) The disability allowance will be classified under “Salary” and will be debited to the Head of Account from which the Government servant draws his pay.
f)This cancels the earlier OM. No.FM.7/2010/2, dated 24th March, 2010.
g) This will come into force w.e.f. 01-04-2016.
