Sub: Meeting between the Federations and Railway Board (CRB,MS,FC,etc.) on 21st and 22nd July, 2016- reg.
Informal discussions on 21st July, 2016 with CRB,MS,FC.
(i) Exemption of New Pension Scheme from Railways:
It was agreed to take follow up action on the communications sent by Hon’ble MR to Finance Minister.
(ii) Merger of Technician Grade-II (GP 2400/-) with Technician Grade-I (GP 2800/-):
Federations insisted for total merger of Technician Gr-II with Gr-I. The Board (CRB,MS,FC) said that merging the Grade Pay 2400/- with 2800/- amounts to elimination of Technician Gr-II (GP 2400/-) for which the Railway Ministry has to approach the Ministry of Finance again as was done in the past. After deliberations, it was agreed to discuss on 22-07-2016.
(iii) Replacement of Technical Supervisors Grade Pay 4600/- with GP 4800/-
In the light of 7th Central Pay Commission’s recommendations contained in Para 11.40.113 and 11.40.114, appropriate steps will be taken for working out a scheme for replacement in higher Grade Pay.
(iv) Upgradation of Apex Level Group C Post to Group B Gazetted (3335 Posts):
It was agreed to vigorously pursue at the level of Finance Ministry for obtaining approval for granting upgradation to Group B Gazetted very soon.
(v) Payment of PL Bonus arrears for the last year (2014-15) @ Rs.7000/-p.m. in the light of amendment to Bonus Act:
Cabinet Note has since been finalized, the same will be placedbefore the Union Cabinet for approval.
(vi) Parity of stenographers working in the Zonal Railways/Units with the railway Board/central Secretariat services:
Federation expressed disappointment and stated that in the Zonal/Divisions/Units, the Board’s order issued in the year 1989 have not been implemented and additional posts not sanctioned. It was agreed to take action.
(vii) Cashless treatment to Railway employees and the RELHS beneficiaries:
Although decision has been taken by the Board, the NFIR expressed its reservations. FC & MS said that it is only optional and not compulsory.
(viii) Running Staff issues:
55% add on pay element for medically decatgeorised loco pilots when they seek voluntary retirement. It was agreed to issue order.
(ix) SPAD:
Discussed. Copy of extant instructions given to the Federation.
(x) NFIR vide letter NO.IV/NFIR/7 CPC (Imp)/2016/RB dated 13/07/2016 has already brought to the notice of Railway Board to keep fitment factor as 3 for the pay fixation of running staff in 7th CPC pay matrix. It was also urged to continue 55% and 30% pay element for Running staff in the 7th CPC Pay Matrix.

Formal Meeting with the Railway Board (CRB,MS,FC,MM,ML etc):-
(a) Order relating to 55% add on element to medically decategorised Running Staff seeking voluntary retirement given to Federation for comments.
(b) Merger of Technicians II with Gr-I – GP 2800/-
After discussion it was agreed to revise the distribution as follows:-
(1) Sr.Technician GP 4200/- – 26%
(2) Technician I GP 2800/- – 51%
(3) Technician II GP 2400/- – 08%
(4) Technician III GP 1900/- – 15%
Federations demand for merger of GP 2400/- with GP 2800/- shall be pursued separately by Railway Ministry for obtaining Finance Ministry’s approval.

Sub: Meeting with Federations on charter of Demands submitted in connection with strike (Since deferred)
A meeting of the Federations (AIRF & NFIR) with full Board was held on 22-07-2016 in regard to the issues relating to charter of demands given in the strike notice. After detalled deliberations on the demand for merger of Tech-I GP 2800 and Tech-II GP 2400, the following decisions were taken:-
(i) The administration clarified that merger of Tech-I and II was not within the competence of Ministry of Railways;
(ii) with a view to address the long standing grievances of Technical staff, which is being pursued by Federations and also figured in the Charter of Demand for Strike, it was agreed to redistribute the percentage of various grades of Technician (except S&T) through cadre restructuring exercise:
(iii) The existing and the revised percentage distribution for Technical staff (except S&T) will be as follows:

(iv) The revised percentage was agreed to by both the Federations and it was agreed that the cadre restructuring will be effective from 01.09.2016.
(v) The Federations further requested that the issued of merger of Tech Gr.I & II in GP 2800 may be vigorously pursued.

When the revision of sr.tech post frm 16% to 26% will be implemented. Although the dwcesion was taken on 22 july 16 meetings with crb. Is there any order issued frm railway board or zinal level.
