Minutes of the meeting held under the chairmanship of Shri Sanjay Kothari, Secretary, DOP&T on 22/09/2015 to consider the cases of inter cadre deputation/inter cadre transfer requiring relaxation of provision(s) of the guidelines.
A meeting was held on 22/09/2015 under the Chairmanship of Secretary(P) to consider the cases of inter cadre deputation/ inter cadre transfer requiring relaxation of provision(s) of the guidelines. The members of the committee EO & AS and AS(S&V) were also present. Besides Dir(AIS) & US(S-II) were also present to assist the Committee in the meeting;
The Committee took note of the Action Taken Report on the minutes of the previous meeting held on 31/08/2015.
The Committee thereafter took the fresh cases and after detailed deliberations and careful consideration in each case, took following decisions in the meeting:-
Case 1: Inter cadre deputation of Shri Shyam Lal Poonia, IAS (MN:10) from Manipur cadre to Rajasthan cadre for 5 years.
The officer has applied for inter cadre deputation on the grounds of ill health of his one year and two months old daughter. The Committee was further informed that the wife of the officer is working under Haryana Government. The Committee decided not to recommend the case of the officer for inter cadre deputation from Manipur to Rajasthan cadre as the officer has not completed required 9 years of service in his parent cadre.
The proposal is not covered under the policy. Further the committee directed to incorporate the case in the quarterly report to be submitted to ACC and the officer to be informed about the above decision.
Case 2: Inter cadre deputation of Shri B.R.Babu, IAS (AGMUT:2003) from AGMUT cadre to Karnataka cadre
The officer has requested for inter cadre deputation from AGMUT cadre to Karnataka cadre on the grounds of higher education of his daughter and to look after the aged and ailing parents for a period of two years. The committee was informed that the officer being of 2003 batch IAS has completed 9 years of service but has not reached Super Time Scale. The Committee directed that comments of MHA (being the Cadre Controlling Authority) and the Government of Karnataka may be sought and thereafter the proposal may be put up expeditiously for consideration and approval of ACC.
Case 3: Inter cadre change of Shri P Vijay Bhaskar Reddy, IAS (Assam — Meghalaya: 2015) on the basis of PH policy dated 14/02/2014
The Committee was informed that LBSNAA has forwarded the request of the officer for cadre change on the basis of PH policy dated 14/02/2014. The Committee “agreed for” the proposal for cadre change of the officer and directed that comments of all the concerned State governments may be called for and a copy of the letter may be endorsed to the officer.
Case 4: Cadre change of Shri Suchin K.V., IAS (Assam — Meghalaya: 2015) on the basis of PH policy dated 14/02/2014
The Committee was informed that the officer has requested through mail as advance copy for cadre change on the basis of PH policy dated 14/02/2014. The Committee directed that comments of all the concerned State governments (except AGMUT cadre — Goa Segment) may be called for after receipt of formal application through proper channel as the officer has not yet joined LBSNAA for Foundation Course and a copy of the letter may be endorsed to the officer.
Miscellaneous Case
Case 1 Case of IAS officer requesting for cadre change on the basis of OM dated 14/02/2014 regarding cadre change of IAS officers appointed against vacancies reserved for PH category.
The Committee after deliberation directed to seek further clarification from the Medical Board.
